Common The Trade Desk ingest error -- InvalidAPIResponse: Unable to download report

This error fires when TTD spend report is not available to be pulled from their API. This suggests a delay on TTD side in generating spend reporting. There is no fix on the Rockrebox side. We can only retry until the job succeeds.
