The Hinton accuracy is 98.47% while the best overall achieved accuracy, in this case, is 98.36%, achieved in the first run (having run the code for the 15 trainings, 2 separate times). The second run gave the best accuracy of 98.32%.
In order to get closer to Hinton's accuracy, it could be beneficial to run more replicate networks for each regularization to bring the mean higher.
It is possible that the accuracy is slightly different from Hilton's because of a few variables that Hinton did not specify - those would be the number of epochs run per training, or the learning rate.
